Position Description:
San Francisco Public Utilities Commission, Wastewater Enterprise owns, operates, and maintains over 1000 miles of gravity sewer system (“collection system").  Under general direction, this position performs technical and administrative engineering work in connection with a wide variety of engineering projects and programs. Responsibilities include interpreting complex technical data, coordinating operational activity, and carrying out existing methods and procedures relative to engineering programs and projects for the collection system; making regular contacts and building relationships with other departmental personnel, outside organizations and the general public in connection with the interpretation and explanation of engineering programs and projects; and preparing a wide variety of detailed technical and administrative reports and records relating to engineering projects and programs for the collection system.
This position focuses on technical and administrative functions in connection with hydrologic and hydraulic (H&H) engineering which may influence complex engineering projects during design, construction, operation and maintenance of gravity sewer projects and systems.  This position requires considerable knowledge of engineering and construction methods, practices and procedures, and familiarity with H&H modeling software.
Essential Duties and Responsibilities:
Serves as the in-house subject matter expert for gravity sewer H&H modeling which includes but is not limited to reviewing and approving highly technical hydraulic reports, failure analysis of gravity sewer systems, finding continuous improvements with project delivery. 
Prepares a wide variety of official technical and administrative reports on H&H modelling, engineering projects, proposed legislation and planning affecting collection system projects and programs.
Prepares, presents, and represents the department with technical presentations related to collection system H&H modeling and wet weather event evaluations to a variety of non-technical staff including but not limited to senior management teams, Commissioners, or other elected officials and representatives.
Participates in the preparation of departmental budgets; prepares budget explanation sheets in support of a wide variety of capital improvement projects.
Serves as Owner’s Representative in the Wastewater Enterprise Capital Improvement Program, the Collection System Renewal & Replacement Program, and as needed in major land development projects.
Recommends, reviews, and provides feedback for H&H modeling designs for a variety of sewer capital improvement projects, including projects from the Renewal & Replacement Program and Capital Program.
Assembles data and information and prepares draft amendments to the municipal code; prepares draft recommendations for local, state, and federal legislation affecting engineering activities and projects.
Oversees and provides guidance for legislative activities surrounding the collection system, including the development and implementation of a laterals permit program.
Serves as subject matter expert for rainfall and field monitoring equipment, including strategic deployment and interpretation of data.
Identifies key criteria for operational needs, such as deployment of flood barriers and confirmation of Stormwatch deployment.
Manages and executes a quality assurance/quality control program to ensure best engineering methods and practices are used and followed, conformity among all engineering disciplines, operational staff, and adherence to legislative requirements.
Develops and implements a quality assurance/quality control program to ensure accurate coding of sewer assets in collaboration with technical staff and Information Systems.
Utilizes industry standards for quality control/assurance processes.
Performs document quality controls & assurances to ensure accuracy, quality, and integrity.
Interprets and has knowledge of engineering codes in mechanical, electrical, civil, and various engineering fields.
Performs technical design and constructability reviews of engineering plans and specifications.
Develops, recommends, and implements sewer design criteria.
Reviews cost estimates and tracks current market trends.
Performs value engineering.
Implements planning, design, and construction engineering procedures.
Develops cross-functional training programs between mechanical and civil engineers with a focus on collection system asset management.
Serves as assistant section manager to support section manager as needed.
Provides guidance and mentorship to professional and technical engineering staff.
Supervises and manages consultant task orders and job order contract task orders.
Serves as Project Engineer for cleaning and/or condition assessment contracts.
Creates diagrams using Hydraulic Modeling Software.
Supervises and guides engineering team members.
Performs other duties as assigned.
