Belmont Recruitment are currently looking for an experienced Regeneration Service Manager on an initial 3-6 month temporary contract. This is a full-time role working 37 hours per week.

Key Duties & Responsibilities:

* Responsibility for delivering high level advice, guidance and support in a specialist area and/or the effective and efficient operation, and delivery of a function, or cluster of services which have a social or environmental effect on the community, and/or an indirect impact on the quality of life of individuals.

* Production of whole Council strategies which support the internal management of the Council.

* Develop a customer–focused service that is responsive and flexible with regard to a variety of customer needs and delivered to a high standard

* Identify clear objectives for service delivery, including management of risk, and develop and performance manage relevant action plans to ensure effective and efficient implementation

* Assess political pressures and agendas on service delivery and tailor plans/activity accordingly

* Pursue best practice and value for money within the Service through the establishment of effective systems of target setting, performance management and procurement

* Initiate, manage and implement major change initiatives in service delivery which may have a significant impact on either customers, employees or systems ensuring effective risk management and review of subsequent outcomes

* Develop and foster effective relationships with external stakeholders, partners and agencies, representing and promoting the Council’s interests with these groups

* Ensure sufficient resources available to deliver service priorities through effective workforce planning including recruitment and selection, retention, talent management and succession planning

Requirements:

* Substantial and successful management of significant and complex capital and revenue projects within an economic development environment

* Experience acting as a senior project lead and delivering large complex capital projects and programmes of work

* Successful budget management in a range of significant and complex regeneration projects

* Demonstrable ability to produce and check high quality, accurate, timely and appropriate reports and communications

* Experience negotiations and/or procurement related to land, property and regeneration

* Track record of positively representing the Regeneration service and projects at a senior level to external stakeholders, to Members and senior managers

* Experience and knowledge of current Local Government democratic processes and an understanding of the political context and its impact on delivering the aims of the team
